Policy and service standards pertaining to snow and ice control of parking lots and side walks are commonly expressed in terms of level of service (LOS), which is defined as acceptable end-of-storm pavement conditions, and in some cases, intermediate conditions.   Some of the examples are: near normal surface conditions restored within 8 hours; bare pavement during daylight hours; or maximum accumulation of 12 mm during daylight hours.  However, this type of LOS may not always be achievable in practice due to the constraint of limited resources for maintenance operations (trucks, crew and materials) and the uncertainty with the severity of the snow storms.  As result, LOS is also defined in terms of the frequency and method of snow and ice control operations.
